Efforts to match resources to needs must be undertaken within the context of the Strategic Plan for the Implementation of the Basel Convention and in conformity with directions provided by the Conference of the Parties.

With regard to sustainable financing, the Conference of the Parties requested the Executive Secretary to enhance efforts to explore and pursue opportunities for activities associated with implementation of the Strategic Plan for the Implementation of the Basel Convention to be funded by the Global Environment Facility (GEF), consistent with the Facility's mandate in the relevant focus area.

On the one hand, it will need to consider the work related to the implementation of the Strategic Plan for the Implementation of the Basel Convention, to review progress regarding the Basel Convention regional centres and to address outstanding legal, technical, institutional and financial issues.

The Parties may wish to discuss the question of the funding of the Strategic Plan for the Implementation of the Basel Convention, which was considered in the context of the decision on financial matters at the sixth meeting of the Conference of the Parties.

By its decision IX/3, the Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal requested the Secretariat to prepare a report on the continuing review of the Strategic Plan for the Implementation of the Basel Convention.
1 - طلب مؤتمر الأطراف في اتفاقية بازل بشأن التحكم في نقل النفايات الخطرة والتخلص منها عبر الحدود إلى الأمانة، بموجب مقرره 9/3، أن تعد تقريراً عن مواصلة استعراض الخطة الاستراتيجية لتنفيذ اتفاقية بازل.

The seventh meeting of the Conference of the Parties to the Basel Convention is being held less than two years after the adoption of the Strategic Plan for the Implementation of the Basel Convention (to 2010).
1 - يعقد الاجتماع السابع لمؤتمر الأطراف في اتفاقية بازل قبل مضي أقل من عامين من اعتماد الخطة الاستراتيجية لتنفيذ اتفاقية بازل (حتى عام 2010).

She stressed that, to speed up implementation of the Strategic Plan for the Implementation of the Basel Convention and project proposals under it, it was important for all Governments hosting Basel Convention regional centres to finalize framework agreements covering their establishment.
3 - وشددت على إنه للتعجيل بتنفيذ الخطة الاستراتيجية لتنفيذ اتفاقية بازل، ومقترحات المشروعات المعدة بموجبها، يكون من المهم بالنسبة لجميع الحكومات التي تستضيف المراكز الإقليمية لاتفاقية بازل، ووضع الصيغة النهائية لاتفاقات إطارية تشمل جوانب إنشائها.

(d) Conduct strategic consultations with donors, towards securing resources for priority projects consistent with the focus areas of the Strategic Plan for the Implementation of the Basel Convention;

In considering the sub-item, it had before it a note by the Secretariat on the developments and obstacles in the implementation of the Strategic Plan for the Implementation of the Basel Convention (UNEP/CHW/OEWG/6/28).
وعند بحثه هذا البند الفرعي كان معروضاً عليه مذكرة الأمانة بشأن التطورات والعقبات التي ظهرت في تنفيذ الخطة الاستراتيجية لتنفيذ اتفاقية بازل (UNEP/CHW/OEWG/6/28).

The Conference of the Parties decided, at this meeting, that the implementation of the Strategic Plan for the Implementation of the Basel Convention (to 2010) should continue until a new 10year framework is adopted at its tenth meeting (see decision IX/3).
وقرر مؤتمر الأطراف في هذا الاجتماع أن تنفيذ الخطة الاستراتيجية لتنفيذ اتفاقية بازل (إلى عام 2010) ينبغي أن يستمر حتى يتم في اجتماعه العاشر اعتماد إطار جديد مدته 10 سنوات (انظر المقرر3/د-9).

In its decision OEWG-V/5, the Open-ended Working Group requested the Executive Secretary to complete a generic funding rationale for consideration by the Conference of the Parties at its eighth meeting reflecting the benefits associated with the implementation of the Strategic Plan for the Implementation of the Basel Convention.

A worldwide programme on the environmentally sound management of electrical and electronic wastes is being developed as part of the Strategic Plan for the Implementation of the Basel Convention to 2010, with activities starting in Africa, Asia and the Pacific, and Latin America.
22 - ويجري وضع برنامج عالمي للإدارة السليمة بيئياً للنفايات الإلكترونية والكهربية كجزء من الخطة الاستراتيجية لتنفيذ اتفاقية بازل حتى عام 2010 وذلك بأنشطة تبدأ في أفريقيا وآسيا والمحيط الهادئ وأمريكا اللاتينية.

2. Requests the Secretariat to continue to actively implement the Partnership Programme as an important mechanism to support the implementation of the Strategic Plan for the Implementation of the Basel Convention to 2010, in cooperation with all relevant and interested partners;

Document UNEP/CHW.8/2/Add.1 contains a report on further progress made in the implementation of the Strategic Plan for the Implementation of the Basel Convention since the fifth session of the Open-ended Working Group, which took place in April 2006, including information on the completion of projects undertaken under the aegis of the Strategic Plan.

The purpose of the present document is to put forward the elements of a programme framework based on the objectives of the Strategic Plan for the Implementation of the Basel Convention to 2010 and to demonstrate how the proposed options for the programme and budget 2007 - 2008 and 2007 - 2009 contained in annex I, above, should contribute to and support the objectives of the Strategic Plan.

To continue, subject to the availability of financial resources, to implement actively the Partnership Programme as a key instrument for supporting the implementation of the Strategic Plan for the Implementation of the Basel Convention in conjunction with all relevant and interested partners;

The Executive Secretary has explored, in bilateral discussions with the GEF Secretariat and GEF Council members, further opportunities for activities associated with the implementation of the Strategic Plan for the Implementation of the Basel Convention to be funded by GEF that are consistent with the GEF mandate, focal area operational programmes and strategic priorities.
