2. In accordance with established practice, the report of the thirty-eighth session was forwarded to the Governments represented at the session.

Given that, in the absence of that change, the term of the current Bureau will have ended just before the first day of the thirty-eighth session of the Commission, it was not clear what procedure would be used regarding the election of the next Bureau of the Commission.
