“(1) By issuing a certificate, a certification authority represents to any person who reasonably relies on the certificate, or on a digital signature verifiable by the public key listed in the certificate, that:

It was explained that paragraph (2) was not intended to provide an exhaustive list of all situations in which reliance on the certificate would not be reasonable.
وأوضح أن الفقرة )٢( ليس مقصودا منها أن تقدم قائمة حصرية بجميع اﻷحوال التي لا يكون فيها الاعتماد على الشهادة معقولا .

“(2) By issuing a[n] [enhanced][secure] certificate, the certification authority makes the following additional undertakings in respect of the [signer][subject] identified in the certificate [to any person who reasonably relies on the certificate]:

23. The importing authority should open and inspect the contents of the shipment in order to verify the details declared on the certificate.
