The Committee calls upon the State party to cover in its legislation all aspects of article 4 by ensuring that the dissemination of ideas based on racial superiority or hatred as well as organizations which promote and incite racial discrimination are prohibited.

320. The Committee recommends that the State party comply fully with the obligations under article 4 of the Convention and that necessary legislative measures be taken in order to give full effect to the provisions of that article to declare illegal and prohibit organizations which promote and incite racial discrimination and also take measures against the use of mass media for incitement to ethnic hatred.

The Committee also notes with concern that article 4 of the Convention has not yet been fully implemented, since the law of the Republic of Korea contains no provisions explicitly punishing acts of racial discrimination and prohibiting organizations which promote and encourage racial discrimination.
٣٢٧ - وتلاحظ اللجنة مع القلق أيضا أن المادة ٤ من الاتفاقية لم تنفذ بعد تنفيذا تاما نظرا إلى أن قانون جمهورية كوريا لا يتضمن أي أحكام تنص صراحة على المعاقبة على أعمال التمييز العنصري وعلى حظر المنظمات التي تروج للتمييز العنصري وتشجع عليه.

333. The Committee also underlines the compulsory nature of the provisions of article 4 of the Convention and recommends that the State Party adopt appropriate legislation to give effect to those provisions, particularly by enacting a law explicitly prohibiting and punishing acts of racial discrimination and organizations which promote and encourage racial discrimination.
٣٣٣ - وتؤكد اللجنة كذلك على الطابع اﻹلزامي ﻷحكام المادة ٤ من الاتفاقية، وتوصي باعتماد الدولة الطرف التشريعات المناسبة ﻹنفاذ تلك اﻷحكام، ولا سيما بسن قانون ينص صراحة على حظر أعمال التمييز العنصري والمعاقبة عليها وحظر ومعاقبة المنظمات التي تروج للتمييز العنصري وتشجع عليه.

The fact that legislation contains no clear prohibition of organizations which promote and incite racial discrimination, within the meaning of article 4 (b) of the Convention, is also unsatisfactory.

75. The Committee expresses its concern that article 4 of the Convention is not fully complied with, since there is no provision in the Finnish legislation prohibiting and punishing organizations which promote and incite racial discrimination.

153. The Committee recommends that the Government take further preventive measures to counter racist violence and to implement fully article 4 of the Convention, which obliges States parties to declare illegal and prohibit organizations which promote and incite racial discrimination.
