134. Regarding article 60, concerning pardon, parole and commutation of sentences, the view was expressed that the court might not be in the best position to decide on the release of the prisoner or the timing of that decision, and that when it committed a prisoner to a particular correctional system, national law should govern.
١٣٤ - وفيما يتعلق بالمادة ٦٠ المتصلة بالعفو والافراج المشروط وتخفيف العقوبات، أعرب عن رأي مفاده أن المحكمة قد لا تكون هي اﻷقدر على اتخاذ قرار بشأن الافراج عن السجناء أو توقيت هذا القرار، إذ أنه بعد أن يصدر حكمها بإيداع سجين في مؤسسة إصلاحية بعينها يصبح اﻷمر خاضعا للقانون الوطني.
