٩- ولا شك في أن الالتزام الواقع على عاتق الدول اﻷطراف في العهد بالعمل على تعزيز اﻹعمال التدريجي للحقوق ذات الصلة إلى أقصى ما تسمح به الموارد المتاحة لها يتطلب بوضوح من الحكومات أن تفعل أكثر بكثير من مجرد الامتناع عن اتخاذ تدابير قد يكون لها اثر سلبي على المعوقين.
