At the request of the General assembly in its resolution 1166 (XII) of 26 November 1957, the Council, in its resolution 672 (XXV) of 30 April 1958, established an Executive Committee of the Programme of the United Nations High Commissioner for Refugees to take the place of the Executive Committee of the United Nations Refugee Fund.
٣٠٦ - بناء على طلب الجمعية العامة في قرارها ٦٦١١ )د - ٢١( المؤرخ في ٦٢ تشرين الثاني/نوفمبر ٧٥٩١، أنشأ المجلس الاقتصادي والاجتماعي، في قراره ٢٧٦ )د - ٥٢( المؤرخ في ٠٣ نيسان/أبريل ٨٥٩١، لجنة تنفيذية لبرنامج مفوض اﻷمم المتحدة السامي لشؤون اللاجئين لتحل محل اللجنة التنفيذية لصندوق اﻷمم المتحدة لشؤون اللاجئين.

In conclusion, I should like once again to stress that the place of the law and of courts in international society can only be consolidated, or even expanded, if members of the assembly as legislators and we as judges together recognize that this process depends on both respect for the task already accomplished — not to say the legal edifice already constructed — and on the meticulous acknowledgment of the new realities of human society.

Moreover, JCGP, working in two subgroups chaired by UNFPA and UNDP, is proceeding with the development of common guidelines for funds and programmes, including a common approach to needs assessment and situation analysis, by putting in place an agreed methodology on common databases, as requested in paragraph 45 of assembly resolution 50/120.

However, as an economy measure, the assembly, in its resolution 50/17 of 20 November 1995, recommended that the meetings should henceforth take place once every two years, and that meetings of focal points of the specialized agencies of the two organizations, which, until that time, had taken place every other year, be held concurrently with the biennialized general meetings of the United Nations and the Organization of the Islamic Conference.

The President further informed the assembly that the an-nouncement of voluntary contributions to the 1997 programme of the United Nations High Commissioner for Refugees would take place on Wednesday, 13 November, in the morning, and that the announcement of voluntary contributions to the 1997 pro-grammes of the United Nations Relief and Works Agency for Palestine Refugees in the Near East would take place on Thursday, 5 December, in the morning.
كذلك أبلغ الرئيس الجمعية العامة أن إعلان التبرعات لبرنامج عام ١٩٩٧ لمفوض اﻷمــم المتحدة السامي لشــؤون اللاجئين سيعقد صباح يوم اﻷربعاء، ١٣ تشرين الثاني/نوفمبر، وأن إعلان التبرعات لبرامج عام ١٩٩٧ لوكالة اﻷمم المتحدة ﻹغاثــة وتشغيل اللاجئيــن الفلسطينيين في الشــرق اﻷدنى سيعقد صباح يوم الخميس، ٥ كانون اﻷول/ديسمبر.

This would enable the Conference to live up to the international community's expectation, as reflected in United Nations General assembly resolution 50/65, and have a treaty ready for signature by the outset of the fifty-first session of the General assembly. ∙ The World assembly of Cities and Local Authorities will take place on 31 May and 1 June and is being organized by the G4+, the special technical secretariat set up by the major international associations of local authorities to support preparations for Habitat II. An anticipated 350 mayors of large cities will participate and are expected to ratify the Local Authority Platform of Action and Commitments to the Global Plan of Action.

133. On the need to expedite action through improved coordination of efforts of the user departments/offices, the Administration is of the view that many of the recruitment delays and ad hoc administrative actions might not have taken place if there had not been difficulties in obtaining timely approval from the General assembly of the Secretary-General's requests for support account posts.
١٣٣ - وفيما يتعلق بالحاجة إلى التعجيل بالاجراءات عن طريق تحسين تنسيق جهود الادارات/ المكاتب المستخدمة، ترى الادارة أن كثيرا من حالات التأخير في التوظيف والاجراءات الادارية المخصصة الغرض ربما لم تكن قد حدثت لو لم تكن هناك صعوبات في الحصول في الوقت المناسب على موافقة الجمعية العامة على طلبات اﻷمين العام المتعلقة بالوظائف الممولة من حساب الدعم.

The Department's 1997 training programme for broadcasters and journalists from developing countries, which is taking place from l5 September to 23 October 1997, will provide junior and mid-level media professionals with in-depth knowledge of the work of the United Nations and its agencies and programmes by giving them six weeks of intensive training during the regular session of the General assembly.
٥٣ - أما برنامج التدريب للمذيعين والصحفيين من البلدان النامية لعام ١٩٩٧ التابع لﻹدارة الذي ينفذ خلال الفترة من ١٥ أيلول/سبتمبر إلى ٢٣ تشرين اﻷول/أكتوبر فيرمي إلى تزويد اﻹعلاميين من المستويين المبتدئ والمتوسط بالمعرفة المتعمقة بأعمال اﻷمم المتحدة ووكالاتها وبرامجها، من خلال انخراطهم في ستة أسابيع من التدريب المكثف خلال الدورة العادية للجمعية العامة.

635. The Conference on Assistance to Refugees, Returnees and Displaced Persons in the Great Lakes Region, organized by the Organization of African Unity and UNHCR, took place as scheduled at Bujumbura from 12 to 17 February 1995, in pursuance of General assembly resolution 49/7 of 25 October 1994.
٥٣٦ - وقد عقد المؤتمر المعني بتقديم المساعدة الى اللاجئين والعائدين والمشردين في منطقة البحيرات الكبرى، الذي نظمته منظمة الوحدة الافريقية ومفوضية اﻷمم المتحدة لشؤون اللاجئين، كما كان مقررا في بوجومبورا في الفترة من ١٢ الى ١٧ شباط/فبراير ١٩٩٥، عملا بقرار الجمعية العامة ٤٩/٧ المؤرخ ٢٥ تشرين اﻷول/أكتوبر ١٩٩٤.

28. The Group of 77 and China called upon the Secretary-General to use benefits accruing from favourable exchange rates in the first place to restore activities which had been reduced or deferred, and insisted upon strict implementation of the budgetary procedure laid down in General assembly resolution 41/213 regarding the use of the contingency fund for financing new mandates not related to peace and security.
٢٨ - وتابعت كلامها قائلة إن مجموعة اﻟ ٧٧ والصين تطلبان إلى اﻷمين العام أن يجعل في مقدمة المجالات التي تستخدم فيها المكاسب المتحققة من استخدام أسعار الصرف الملائمة استعادة اﻷنشطة التي اختُزلت أو أرجئت، وتصران على ضرورة التنفيذ الدقيق لإجراءات الميزانية المنصوص عليها في قرار الجمعية العامة ٤١/٢١٣ فيما يتعلق باستخدام صندوق الطوارئ لتمويل الولايات الجديدة غير المتصلة بالسلام واﻷمن.

1. The Secretary-General has the honour to place before the General Committee, for its consideration, the following observations and proposals in connection with the report to be made to the General assembly by the General Committee regarding the organization of the fifty-fifth regular session and future sessions of the assembly, the adoption of the agenda and the allocation of items.

Let me remind the assembly that, according to the Islamabad Accord entered into by the political parties in Afghanistan, the tenure of Professor Rabbani was to come to an end in June 1994. That commitment was not met, and the regime in Kabul had its rule extended by questionable means for another six months, up to December 1994. Even then the handing over of power did not take place.
اسمحوا لي أن أذكر الجمعية بأنه وفقا لاتفاق إسلام آباد الذي وضعته اﻷحزاب السياسية في أفغانستان فإن ولاية الاستاذ رباني كان المفروض أن تنتهي في حزيران/يونيه ١٩٩٤ ولكن هذا الالتزام لم يتم الوفاء به فقد مدد نظام كابل حكمه بوسائل مشكوك فيها مدة ستة أشهر أخرى انتهت في كانون اﻷول/ديسمبر ١٩٩٤، وحتى بعد إنتهاء تلك المدة لم يحدث نقل للسلطة.

43. The Special Committee on decolonization had made a substantial contribution to the work of the Fourth Committee, but there was still room for it to improve and diversify its work in the light of the changes that had taken place over the previous years, at the same time continuing to carry out its basic functions in accordance with General assembly resolutions and its own decisions.
٤٣ - وأردف قائلا إن اللجنة الخاصة المعنية بإنهاء الاستعمار أسهمت مساهمة كبيرة في أعمال اللجنة الرابعة، ولكن لا يزال يوجد مجال لها لتحسن عملها وتنوعه في ضوء التغيرات التي حدثت في السنوات السابقة، مع استمرارها في الوقت نفسه في تنفيذ وظائفها اﻷساسية وفقا لقرارات الجمعية العامة ووفقا لمقرراتها هي نفسها.
