The Advisory Committee remains unconvinced that the current organizational structure is best suited to ensure clarity of responsibility and accountability for the presentation of budgets for peacekeeping operations.

In its resolution 66/264, the General Assembly endorsed the observations of the Advisory Committee set out in paragraph 7 of its related report (A/66/718) that the Committee was unconvinced that the current organizational structure was best suited to ensure clarity of responsibility and accountability for the presentation of budgets for peacekeeping operations and that it considered that the current budget development process was not optimal.
وقد أيدت الجمعية العامة، في قرارها 66-264، ملاحظات اللجنة الاستشارية وتوصياتها الواردة في الفقرة 7 من تقريرها ذي الصلة (A/66/718)، التي مؤداها أن اللجنة غير مقتنعة بأن الهيكل التنظيمي الحالي هو الأنسب لكفالة وضوح المسؤولية والمساءلة فيما يتعلق بعرض ميزانيات عمليات حفظ السلام، وأنها لا ترى أن عملية وضع الميزانية الحالية هي المثلى.

46. With regard to mandates and objective-setting, the Committee notes that, in the presentation of budgets for the period 2003/04, rather than dealing with the narrower question of setting management objectives, the approach has been broadened, the mandates of the Security Council forming the basis for the objectives.
