It recommended that Kuwait revise the Press and Publication Law to fully guarantee freedoms of opinion and expression, protect media pluralism and decriminalize defamation.
وأوصت بأن تنقح الكويت قانون المطبوعات والنشر لكفالة حريتَي الرأي والتعبير على نحو كامل، وحماية تعددية الإعلام، وإزالة صفة الجرم عن التشهير(125).

وطلب المعهد إلى الكويت أن تمتنع عن انتهاك حرية التعبير من خلال احتجاز الأشخاص الذين يمارسون هذه الحقوق ومحاكمتهم وطردهم، كما طلب إليها أن تعدّل قانون الصحافة والنشر وأن تقوي ضمانات استقلال القضاء.

25. The Committee is concerned about the excessive restrictions on freedom of expression that are contained in the Press and Publication Law and in related legislation, including prohibitions on legitimate criticism of government officials and other public figures.

Paragraph 25: The State party should revise the Press and Publication Law and related laws in accordance with the Committee's general comment No. 34 (2011) in order to guarantee all persons the full exercise of their freedoms of opinion and expression.
