37. As for the question of the implementation of the provisions of the Charter related to assistance to third States affected by the application of sanctions under Chapter VII, attention should be paid to the claims of third States and responsibility for the resolution of their difficulties lay with the Security Council.
٣٧ - وبخصوص مسألة تنفيذ أحكام الميثاق المتصلة بتقديم المساعدة إلى الدول الثالثة المتضررة من تطبيق الجزاءات بموجب الفصل السابع من الميثاق، قالت إنه ينبغي إعطاء الاهتمام لمطالبات الدول الثالثة، وإن مسؤولية إيجاد حل لما تعانيه من الصعوبات تقع على مجلس اﻷمن.

11. The question of the implementation of the provisions of the Charter related to assistance to third States affected by the application of sanctions under Chapter VII was complex, as attested by the divergent views which had been expressed during the consideration of the working paper on the subject.
١١ - وأوضح أن مسألة تنفيذ أحكام ميثاق اﻷمم المتحدة المتعلقة بمساعدة الدول الثالثة المتضررة من تطبيق الجزاءات بموجب الفصل السابع من الميثاق، تعتبر مسألة معقدة على نحو ما تشهد به اختلافات اﻵراء التي ظهرت أثناء استعراض وثيقة العمل المقدمة لهذا الغرض.
