Its main objective is the development of an arrangement under the UNFCCC process aimed at providing positive incentives for the voluntary reduction of emissions from deforestation in developing countries in relation to a national reference emission rate.

Positive financial incentives would be given relative to a reference emission rate (calculated based on a pre-defined reference deforestation rate and an agreed carbon content).
