5. 5- تُفسَّر أي إشارة في هذا الاتفاق إلى " حكومة " أو " حكومات " بأنها تشمل الاتحاد الأوروبي وأي منظمة حكومية دولية لها مسؤوليات مشابهة في التفاوض على الاتفاقات الدولية وعقدها وتنفيذها، لا سيما الاتفاقات المتعلقة بالسلع الأساسية.

A reference in this respect was made to the accompanying guide text, which was considered to be broadly consistent with the WTO Agreement on Government Procurement, explaining the exceptional nature of the provisions and stating that they should be available only to developing countries.
