وتُحذف الفقرة الرابعة من الديباجة ويستعاض عنها بعبارة " وإذ تسلّم بالجهود التي تبذلها الدول الأعضاء ومفوضية الأمم المتحدة لشؤون اللاجئين وأصحاب المصلحة الآخرين من أجل تحسين حالة اللاجئين، وإذ تعرب عن القلق البالغ إزاء تدهور الأحوال المعيشية في كثير من مخيمات اللاجئين في أفريقيا " .
