25. The COP may appoint ad hoc Panels, as necessary, to provide it with information and advice on specific issues regarding the state of the art in relevant fields of science and technology.
٥٢- يجوز لمؤتمر اﻷطراف، حسبما يكون ضرورياً، أن يعين أفرقة مخصصة لكي تقدم إليه المعلومات والمشورة بشأن قضايا محددة تتعلق بآخر ما وصل إليه التقدم في ميادين العلم والتكنولوجيا.

The Conference of the Parties may, in principle in its ordinary session, and as necessary, appoint ad hoc panels to provide it, through the Committee on Science and Technology, with information and advice on specific issues regarding the state of the art in fields of science and technology relevant to combating desertification and mitigating the effects of drought.
١ - يجوز من حيث المبدأ أن يقوم مؤتمر اﻷطراف، في دورته العادية وحسبما يقتضيه اﻷمر، بتعيين أفرقة مخصصة لتوافيه، عن طريق لجنة العلم والتكنولوجيا، بالمعلومات والمشورة بشأن قضايا محددة تتعلق بآخر ما وصل إليه التقدم في ميادين العلم والتكنولوجيا المتصلة بمكافحة التصحر وتخفيف آثار الجفاف.

13. 5.3 The complainant points out that, in 2008, the Committee noted, regarding the state party, that " the preliminary examinations of reports and complaints of torture and ill-treatment by police officers are undertaken by the Department of Internal Security, which is under the same chain of command as the regular police force, and consequently do not lead to prompt and impartial examinations " .
5-3 ويشير صاحب الشكوى إلى أن اللجنة لاحظت في عام 2008 بخصوص الدولة الطرف أن " التحقيقات الأولية في الادعاءات والشكاوى المتعلقة بأعمال التعذيب وإساءة المعاملة التي تنسب إلى ضباط الشرطة تتولاها دائرة الأمن العام التي تخضع لنفس التسلسل القيادي الذي تخضع لها قوات الشرطة العادية، ومن ثم فإن ذلك لا يؤدي إلى أي تحقيقات سريعة ونزيهة " ().

41. Article 24, paragraph 3 of the UNCCD provides for the creation of ad hoc panels, as necessary, by the COP in order to provide it, through the CST, with information and advice on specific issues regarding the state of the art in the fields of science and technology relevant to combating desertification and mitigating the effects of drought.
41- تنص الفقرة 3 من المادة 24 من الاتفاقية على أن يقوم مؤتمر الأطراف بإنشاء أفرقة خبراء مخصصة، حسب الضرورة، من أجل تزويده، من خلال لجنة العلم والتكنولوجيا، بالمعلومات والمشورة بشأن القضايا المحددة المتعلقة بأحدث التطورات في ميادين العلم والتكنولوجيا ذات الصلة بمكافحة التصحُّر والتخفيف من آثار الجفاف.

4.12 regarding the state of health of the complainant and his children, the State party asserts that this does not constitute a criterion for determining whether there are substantial grounds for believing that they would be in danger of being subjected to torture if they were deported.
4-12 وفيما يخص الحالة الصحية لصاحب الشكوى وطفليه، تفيد الدولة الطرف بأنها لا تشكل معياراً لتحديد ما إذا كانت هناك أسباب حقيقية تدعو إلى الاعتقاد بوجود خطر التعرض للتعذيب في حالة إبعادهم.

5.3 regarding the state party's claim that her son is mentally disabled, the author says that, in her description of the facts of the case, she certainly mentions having visited a psychiatric hospital in the course of her enquiries (see paragraph 2.4 above), but that is an instinctive reflex common to all families of missing persons after they have searched for a few days.
5-3 وفيما يتعلق بادعاءات الدولة بشأن إعاقة ابنها العقلية، تصر صاحبة البلاغ على التأكيد أن ما ورد بالتفصيل في وقائع البلاغ من أنها توجهت إلى مستشفى الأمراض العقلية في إطار بحثها عن ابنها (انظر الفقرة 2-4 أعلاه)، هو إجراء طبيعي تقوم به جميع أسر المفقودين بعد بضعة أيام من البحث.
