3- يطلب إلى الدول الأطراف أن تتخذ تدابير فعالة لضمان وضع التزاماتها الناشئة عن الاتفاقية موضع التنفيذ التام من خلال السياسات والتشريعـات المعمول بها في نظمها المحلية، وأن تعيد النظر في تشريعاتها الوطنية تحقيقاً لهذه الغاية؛
