Furthermore, the Committee is concerned at the absence of adequate monitoring and oversight on the situation of heightened vulnerability to trafficking which the considerable number of migrant children residing in the State party with persons other than their parents or guardians face.

(d) The differential treatment of schools for foreigners and descendants of Korean and Chinese residing in the State party, with regard to public assistance, subsidies and tax exemptions;

37. The Committee is concerned that domestic legislation and practice still do not guarantee free medical assistance to foreign children residing in the State party for fewer than five years, as recommended by the Committee in its previous recommendations (CRC/C/15/Add.158, para. 35).
37- يساور اللجنة القلق لكون التشريعات والممارسة المحلية ما زالت لا تكفل المساعدة الطبية المجانية للأطفال الأجانب المقيمين في الدولة الطرف لمدة تقل عن خمس سنوات، كما جاء في توصيات اللجنة السابقة (CRC/C/15/Add.158، الفقرة 35).

The Committee recommends that the State party ensure that, in accordance with the Committee's general comment No. 14 (2000) on the right to the highest attainable standard of health (art. 12 of the Covenant) and the principle of universal health care, the reforms adopted do not limit the access of persons residing in the State party to health services, regardless of their legal situation.

While taking note of the information provided by the State party on the geographical and gender distribution of the population residing in the State party as well as the total number of citizens and non-citizens, the Committee is concerned at the lack of statistical data in the report of the State party on the ethnic composition of the population and the socio-economic situation of the different groups.

344. The Committee notes the large number of foreigners residing in the State party and welcomes the measures taken by the authorities to ensure the enjoyment of their economic, social and cultural rights.

(17) Taking into account the considerable number of non-citizens residing in the State party, the Committee is concerned about legislation prohibiting non-citizens from being members of political parties.

153. The Public Assistance Act No. 22 of 4 July 1987 set forth the rules and regulations governing the granting of public assistance to Kuwaiti families and individuals. According to article 2 of the Act, its provisions apply to Kuwaiti families and individuals residing in the State of Kuwait and who are entitled to the assistance payable to the categories defined in subsequent decrees.
