21. With regard to the ceiling on the United Nations earnings of retired language staff, the Advisory Committee has recently expressed its view on the interpretation by the Secretariat of General Assembly resolution 57/305.

The following figures compiled by OIOS indicated that, since 1995, the extent of non-local hiring of retirees for conference services Secretariat-wide had decreased from year to year in relation to the total retired language staff employed.

3. Conditions of employment of retired language staff

Employed on non-local basis 28. Based on the available figures, OIOS estimates that for the period 1995–1997, the United Nations paid almost $8 million more at Headquarters alone by hiring 38 non-local, instead of local, retired language staff.
٢٨ - وعلى أساس اﻷرقام المتاحة، يقدر المكتب أنه في الفترة ١٩٩٥-١٩٩٧، دفعت اﻷمم المتحدة زيادة بلغت نحو ٨ ملايين دولار في المقر وحده باستخدامها ٣٨ من موظفي اللغات المتقاعدين على أساس غير محلي بدلا من اﻷساس المحلي.

10. Raising the ceiling on annual earnings for retired language staff would broaden the pool of cost-effective, available freelance staff and thus permit the efficient use of scarce resources for conference servicing.
10 - ومن شأن رفع الحد الأقصى للإيرادات السنوية لموظفي اللغات المتقاعدين أن يزيد من العدد المتوافر من الموظفين المستقلين ذوي التكلفة المعقولة وبالتالي إتاحة الاستخدام الكفء للموارد الشحيحة لخدمة المؤتمرات.

The General Assembly, in its resolution 57/305 of 15 April 2003, endorsed the Advisory Committee's recommendation that the maximum limit on the employment of retired language staff should be set at 125 workdays rather than as a dollar amount.

The Advisory Committee notes from the Controller's letter that, in accordance with the Agreements Concerning Conditions of Employment of short-term free-lance language staff, which provides for the payment of the sixth and seventh days of the normal work week and established public holidays, retired language staff are also paid for weekend days even if no work is performed, and such days are counted towards the ceiling of 125 workdays.
