These issues include the right to seek and receive information, concerns relating to national security laws and to criminal libel, the new information technologies, as well as the enjoyment of the right to freedom of expression by women.
وتشمل هذه القضايا الحق في التماس وتلقي المعلومات، وأوجه القلق المتصلة بقوانين الأمن القومي والتشهير الجنائي، وتكنولوجيات المعلومات الجديدة، وتمتع المرأة بالحق في حرية التعبير.

And, since the right to seek and receive information is one of the most essential elements of freedom of expression, the protection of this right must also be the rule and restrictions may only be the exception.
ولما كان الحق في التماس وتلقي المعلومات عنصراً من العناصر اﻷساسية اﻷولى لحرية التعبير، فإن حماية هذا الحق يجب أيضاً أن تكون هي القاعدة أما القيود فيمكن فقط أن تكون الاستثناء.

4. The Commission further requested the Special Rapporteur to seek and receive credible and reliable information from Governments, non-governmental organizations and any other parties who had knowledge of those cases.

١٩- ترجو أيضا من المقرر الخاص، لدى الاضطلاع بولايته، أن يستمر في طلب وتلقي المعلومات الصادقة والموثوقة من الحكومات، وهيئات اﻷمم المتحدة، والمنظمات الحكومية الدولية والمنظمات غير الحكومية؛

(d) Facilitate the efforts of States to seek and receive technical and financial assistance in order to implement national programmes;

In this connection, the protection of sources assumes primary importance for journalists, as a lack of this guarantee may create obstacles to journalists’ right to seek and receive information, as sources will no longer disclose information on matters of public interest.
وفي هذا الخصوص، تكتسب حماية مصادر المعلومات أهمية أساسية بالنسبة للصحفيين ذلك ﻷن الافتقار إلى هذه الضمانة يمكن أن يولﱢد عقبات تعترض ممارسة الصحفيين حقهم في التماس وتلقي المعلومات، إذ إن هذه المصادر ستمتنع بعد ذلك عن الكشف عن المعلومات بصدد المسائل التي تهم الجمهور.

These issues include the right to seek and receive information, the media in countries in transition and their role in elections, the impact of new information technologies on the enjoyment of the right, concerns relating to national security, as well as the right to freedom of expression as it relates to violence against women.
وتشمل هذه القضايا الحق في التماس وتلقي المعلومات، ووسائط اﻹعلام في البلدان التي تمر بمرحلة انتقالية ودورها في الانتخابات، وتأثير تكنولوجيات المعلومات الجديدة على التمتع بهذا الحق، وأوجه القلق المتصلة باﻷمن القومي، فضلاً عن العلاقة بين الحق في حرية التعبير والعنف الذي يُرتكب ضد المرأة.

A. The right to seek and receive information
ألف - الحق في التماس وتلقي المعلومات

The Special Rapporteur has consistently stated that the right to seek and receive information is not simply a converse of the right to freedom of opinion and expression but a freedom on its own.
١١- أشار المقرر الخاص على الدوام إلى أن الحق في التماس وتلقي المعلومات ليس مجرﱠد رفيق للحق في الحرية في الرأي والتعبير ولكنه حرية قائمة بذاتها.

٧١- تكرر دعوة المقرر الخاص إلى أن يفصﱢل، في تقريره التالي، تعليقه بشأن الحق في التماس وتلقي المعلومات وأن يتوسع في ملاحظاته الناشئة عن البلاغات؛

It should ensure that the Commission is able to seek and receive funds from international institutions or any other source as it deems appropriate.

46. How does the State party ensure the freedom of its citizens to seek and receive information on developments within the Sudan or outside its borders?
46- كيف تكفل الدولة الطرف حرية مواطنيها لالتماس وتلقي المعلومات عن التطورات الحاصلة داخل السودان وخارجه؟

1. Everyone has the right to know, seek and receive information about all human rights and fundamental freedoms and should have access to human rights education and training.
1- يحق لكل فرد الاطلاع على معلومات بشأن جميع حقوق الإنسان والحريات الأساسية والتماس هذه المعلومات وتلقّيها والاستفادة من التثقيف والتدريب في ميدان حقوق الإنسان.

Freedom of expression relates to the right to hold and express opinions, and to seek and receive information through any media.
فحرية التعبير مرتبطة بالحق في تكوين الآراء والتعبير عنها، والتماس وتلقي المعلومات عبر أي واسطة من وسائط الإعلام.
