If these goals are not achieved it will be impossible in today's world to ensure the dynamic development of States, the maintenance of their socio-economic and political stability and the elimination of poverty, disease, illiteracy, violence, crime, extremism, intolerance and other problems and threats.

In its resolution 63/197, the General Assembly recognized that despite continued and increased efforts by the international community, the world drug problem continues to constitute a serious threat to public health, the safety and wellbeing of humanity, in particular young people, and the national security and sovereignty of States, and that it undermines socio-economic and political stability and sustainable development.
1- سلّمت الجمعية العامة، في قرارها 63/197، بأنه على الرغم من تزايد الجهود التي تبذلها الدول والمنظمات المعنية والمجتمع المدني والمنظمات غير الحكومية، فلا تزال مشكلة المخدرات العالمية تشكّل خطرا جسيما على الصحة العامة وسلامة البشرية ورفاهيتها، ولا سيما الشباب، والأمن الوطني للدول وسيادتها، ولأنها تقوِّض الاستقرار الاجتماعي والاقتصادي والسياسي والتنمية المستدامة.
