63. Mr. Dos Santos (Mozambique), speaking on behalf of the States members of the Southern Africa Development Community (SADC), said that the problem of refugees was a particularly acute one in Africa since, in 1996 alone, there had been more than 8 million refugees, returnees and displaced persons.
