The Committee recommends that the State party put in place an institutional structure which recognizes the specificity of discrimination against women and which is exclusively responsible for the advancement of women and for monitoring the practical realization of the principle of substantive equality of women and men in the enjoyment of human rights.

The Committee urges the State party to put in place an institutional mechanism that recognizes the specificity of discrimination against women and is exclusively responsible for the promotion of formal and substantive equality and the monitoring of the practical realization of the principle of substantive equality of women and men.

The Committee is nonetheless concerned that no special measures have been applied as part of a comprehensive strategy to accelerate the achievement of substantive equality of women and men in political and public life and to promote the participation of women from disadvantaged groups, such as rural women, women from ethnic minorities and women with disabilities, in political and public life.
