The quorum for the opening meeting of any session of the Executive Committee shall be constituted by the presence of at least four exporting Members and four importing Members, provided that such members together hold in each category at least the simple majority of the votes of the Members in that category.

2. Where the incidence of any form of taxation depends upon residence, periods during which such members or officials are present in a State for the discharge of their functions shall not be considered as periods of residence if such members or officials are accorded diplomatic privileges, immunities and facilities.
٢ - في الحالات التي يتوقف فيها تقرير أي شكل من أشكال الضرائب على اﻹقامة، لا تعتبر الفترات التي يوجد فيها هؤلاء اﻷعضاء أو الموظفون في دولة ما ﻷداء وظائفهم فترات إقامة إذا كان هؤلاء اﻷعضاء أو الموظفون قد منحوا امتيازات وحصانات وتسهيلات دبلوماسية.

According to paragraph 10 of document ISBA/5/C/11, in the case of members who had not attended consecutive meetings of the Commission, the Council requested the Secretary-General to ascertain whether such members intended to maintain their seats on the Commission.
