1- لأي دولة طرف في هذا البروتوكول أن تعلن في أي وقت بموجب هذه المادة أنها تعترف باختصاص اللجنة في تلقي وبحث رسائل تدعي فيها دولة طرف أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب العهد.

A State party considering that another State Party is not giving effect to the provisions of the treaty may bring the matter to the attention of the other State party and the treaty body, and the treaty body may make available its goods offices to the States parties concerned with a view to a friendly solution of the matter, which must always respect human rights.
فإذا رأت دولة طرف أن دولة طرفاً أخرى لا تنفذ أحكام المعاهدة، فإن لها أن تلفت انتباه الدولة الطرف الأخرى والهيئة المنشأة بموجب معاهدة إلى هذه الأمر. وللهيئة أن تقدم مساعيها الحميدة للدول الأطراف المعنية بغية تسوية الموضوع ودياً بصورةٍ تحترم حقوق الإنسان على الدوام.

1- لأي دولة طرف في هذه الاتفاقية أن تعلن، في أي وقت، بموجب هذه المادة، أنها تعترف باختصاص اللجنة في أن تتسلم بلاغات تفيد أن دولة طرفا تدعي أن دولة طرفاً أخرى لا تفي بالتزاماتها بموجب هذه الاتفاقية، وفي أن تنظر في تلك البلاغات.

501. The Committee noted with concern the allegations made by the reporting State that another State Party is not giving effect to the provisions of the Convention.
١٠٥ - ولاحظت اللجنة باهتمام الادعاءات المقدمة من الدولة الطرف بأن دولة طرفا أخرى لا تضع أحكام الاتفاقية موضع التنفيذ.

If a State Party considers that another State Party is not giving effect to the provisions of the Convention, it may bring the matter to the attention of the Committee.
٦٢٧ - إذا رأت دولة طرف أن دولة طرفا أخرى لا تضع أحكام هذه الاتفاقية موضع التنفيذ كان لها أن تلفت نظر اللجنة إلى ذلك.
