It is recommended that the General Assembly decide that those standards should be incorporated into the model memorandums of understanding between the United Nations and troop-contributing countries and that the model memorandum of understanding should require that troop-contributing countries issue those standards in a form binding on their contingent members.

In view of the foregoing, the Advisory Committee therefore recommends that the General Assembly decide to maintain the current procedure for meeting unforeseen and extraordinary requirements not related to peace and security, as described in paragraph 9 of the Secretary-General's report, in respect of the financing of urgent human rights activities.
