All governmental functions and powers, except those assigned by this Constitutional Agreement to the Union of Republics of Bosnia and Herzegovina or to any of its institutions, shall be those of the Constituent Republics.

Such a decision may be appealed to the Security Council by any of the Constituent Republics, and the Council's decision shall be final.
ويجوز ﻷي من الجمهوريات المؤسﱢسة أن تطعن في مثل هذا القرار أمام مجلس اﻷمن، ويكون قرار المجلس نهائيا.

The traffic police will be seconded to the Authority from the police forces of the Constituent Republics;

(a) This Constitutional Agreement may not be abolished and none of the Constituent Republics may withdraw from the Union of Republics of Bosnia and Herzegovina without the prior agreement of all of the Republics.
