The Secretary-General encourages States to make the declarations under articles 76 and 77 of the Convention recognizing the competence of the Committee to receive and consider inter-State or individual complaints.

Upon ratification, on 2 June 2011, it made the declarations referred to in articles 31 and 32 of the Convention recognizing the competence of the Committee on Enforced Disappearances (hereinafter " the Committee " ) to receive and consider communications from or on behalf of individuals and States.
ورافق التصديق عليها في 2 حزيران/يونيه 2011 صدور الإعلانات المشار إليها في المادتين 31 و32 من الاتفاقية بشأن الاعتراف باختصاص اللجنة المعنية بحالات الاختفاء القسري (يشار إليها فيما يلي ب " اللجنة " ) فيما يخص تلقي البلاغات الواردة من الأفراد والدول والنظر فيها.

The Committee further invited Germany, taking into account statements to that effect by the World Conference on Human Rights, to make the declaration under article 14 of the Convention recognizing the competence of the Committee to receive and consider communications from individuals or groups of individuals within its jurisdiction claiming to be victims of a violation of any of the rights set forth in the Convention.
٤٥١ - كذلك قامت اللجنة، وهي تضع في اعتبارها البيانات التي أصدرها بهذا المعنى المؤتمر العالمي لحقوق الانسان، بدعوة ألمانيا الى اصدار اعلان بموجب المادة ١٤ من الاتفاقية يعترف باختصاص اللجنة في تلقي ونظر الرسائل المقدمة من اﻷفراد أو من جماعات اﻷفراد الداخلين في ولاية ألمانيا الذين يدعون أنهم ضحايا أي انتهاك ﻷي حق من الحقوق المقررة في الاتفاقية.

27. The Committee encourages the State party to raise awareness about the communications procedure under article 14 of the Convention recognizing the competence of the Committee to receive and consider individual complaints.
27- وتشجع اللجنة الدولة الطرف على زيادة التوعية بإجراء تقديم البلاغات بموجب المادة 14 من الاتفاقية التي تعترف باختصاص اللجنة في تلقي الشكاوى المقدمة من الأفراد.

33. The Committee encourages the State party to consider making the optional declaration provided for in article 14 of the Convention recognizing the competence of the Committee to receive and consider individual complaints.
