His delegation supported the Council’s right to refer situations to the Court under article 6 (b), but wondered whether the General Assembly should not be granted similar authority as well, since a State party had that right under article 6 (a).
ويؤيد وفده حق مجلس اﻷمن في احالة حالات الى المحكمة بمقتضى المادة ٦ )ب( ، بيد أنه يتساءل ما اذا كان ينبغي للجمعية العامة أن تُمنح سلطة مماثلة أيضا ، حيث ان أي دولة طرف لها هذا الحق بمقتضى المادة ٦ )أ( .

His delegation believed that, unless there was a referral to the Court under article 13 (b) of the Statute, there should be a means to preclude the automatic surrender to the Court of official personnel from a non-party State that acted responsibly in the international community and was willing to exercise, and was capable of exercising, complementarity with respect to its personnel.
