1. Pursuant to General Assembly resolutions 48/218 B of 29 July 1994 and 54/244 of 23 December 1999, the Secretary-General has the honour to transmit, for the attention of the General Assembly, the attached report, conveyed to him by the Under-Secretary-General for Internal Oversight Services, on the audit of the functioning of the Headquarters Committee on Contracts.

2. The Secretary-General takes note of the findings in the report aimed at improving the functioning of the Headquarters Committee on Contracts and generally concurs with the recommendations of the Office of Internal Oversight Services (OIOS), noting that one of them is still under discussion between OIOS and the Department of Management.

54. With reference to the report of OIOS on the audit of the functioning of the Headquarters Committee on Contracts (A/58/294), he pointed out that the implementation deadlines for many of the recommendations contained therein had expired and requested an update on the situation.

Requests the Secretary General to review without delay options to better safeguard the independence of the Headquarters Committee on Contracts, including the option identified in recommendation 1 of the report of the Office of Internal Oversight Services on the audit of the functioning of the Headquarters Committee on Contracts;

7. Introducing the report of OIOS on the audit of the functioning of the Headquarters Committee on Contracts (A/58/294), he said that the aim of the audit had been to assess whether the four-member Headquarters Committee on Contracts was able to fulfil its mandate effectively and efficiently with its existing structure and procedures and whether its activities added significant value to the procurement process.

37. Turning to the OIOS report on the audit of the functioning of the Headquarters Committee on Contracts (HCC) (A/58/294), he said that the recommendations would make a great contribution to improving the functioning of HCC and noted with satisfaction that most of the recommendations had been accepted by management and by the Chairman of HCC.
