18. The Population Activities Unit of the Economic Commission for Europe (ECE) promotes dialogues among the Governments of States Members of the Commission on numerous aspects of demographic change in Europe and North America.

2. Article 3 of the statute of the Commission requires that the members of the Commission be elected by the General Assembly from a list of candidates nominated by the Governments of States Members of the United Nations.

3. Article 6 of the statute of the Commission provides that the Secretary-General shall, as soon as possible, communicate to the Governments of States Members of the United Nations the names of the candidates nominated, and any statements of qualifications of candidates that may have been submitted by the nominating Governments.

Allow me to conclude by paying tribute to all those who are involved, in one manner or another, in the fight against the scourge of anti-personnel mines and who are working with the Governments of States Members of the United Nations and with international and non-governmental organizations, for their courage and for the sacrifices they have made in the service of this lofty cause.

In that connection, I transmit herewith the communiqué issued by the Governments of States Members of the Mechanism (see annex).

1. Article 3 of the statute of the International Law Commission provides that the members of the Commission shall be elected by the General Assembly from a list of candidates nominated by the Governments of States Members of the United Nations.
1 - تنص المادة 3 من النظام الأساسي للجنة القانون الدولي على أن تنتخب الجمعية العامة أعضاء اللجنة من قائمة مرشحين تسميهم حكومات الدول الأعضاء في الأمم المتحدة.

In this regard, the Secretary-General encourages the Governments of States Members of UNSAC to build on existing efforts and work closely with ECCAS and the African Union, as well as with UNOCA and other United Nations entities, to develop a regional approach to address the issue.

10. In collaboration with the Organization of Eastern Caribbean States, UNDP is currently assisting the Governments of States Members of that organization in becoming parties to the relevant conventions and protocols and in meeting their commitments under those instruments.
