The author breached article 8 of the Law on Mass events, pursuant to which prior to the receipt of an authorization to conduct a mass event, it is forbidden to anyone without exception to prepare and disseminate information materials.
وصاحب البلاغ قد انتهك المادة 8 من قانون التظاهرات الجماهيرية التي يحظر بموجبها على أي شخص دون استثناء إعداد مواد إعلامية ونشرها بشأن تنظيم تظاهرة جماهيرية قبل الحصول على التصريح اللازم.

In this respect, the provisions of the Law on Mass Events are aimed at creating the conditions for the realization of citizens' constitutional rights and freedoms and the protection of public safety and public order during the holding of such events on streets and squares and in other public locations.

The application was submitted as required by article 5 of the Law on Mass Events in the Republic of Belarus of 30 December 1997 (hereinafter " the Law on Mass Events " ).
