40. Having noted the information in the letter from the Secretary-General to the President of the General Assembly (A/62/379), it supported continuation of the rapid deployment envisaged in the report of the Secretary-General (A/62/380) but took the view that the processes involved should be normalized to conform to the Organization's procedures and regulations.

At its 104th plenary meeting, on 9 September 2009, the General Assembly, having considered the letter from the Secretary-General dated 19 June 2009, as well as the letter from the President of the Security Council dated 8 July 2009, transmitting the text of Council resolution 1877 (2009) of 7 July 2009, decided that:

The Council notes with satisfaction the letter from the Secretary-General to the President of the Security Council (S/1997/581) and the declaration in the Joint Certification Statement by the Secretary-General of the United Nations and the Chairman of the Economic Community of West African States (ECOWAS) that the electoral process was free, fair and credible, and that the outcome of the elections reflects the will of the Liberian voters.
ويحيط المجلس علما مع الارتياح بالرسالة الموجﱠهة من اﻷمين العام إلى رئيس مجلس اﻷمن (S/1997/581) وباﻹعلان الوارد في بيان الاعتماد المشترك الصادر عن اﻷمين العام لﻷمم المتحدة ورئيس الجماعة الاقتصادية لدول غربي أفريقيا بأن العملية الانتخابية كانت حرة ونزيهة وأمينة وأن نتائجها تعكس إرادة الناخبين الليبريين.

He urged States that had not yet done so to take action as soon as possible, in accordance with the letter from the Secretary-General of 18 September.
