In addition, Uruguay is a State party to an agreement -- concluded pursuant to article 13 of the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (Treaty of Tlatelolco) -- which states that the provisions of the Safeguards Agreement apply to Uruguay also by virtue of its belonging to the nuclear-weapon-free zone of Latin America.
