1. Each State Party shall take legislative measures to establish its jurisdiction over the offences mentioned in articles 1 and 2 of the present Convention in the following cases:

Consider such measures as may be necessary for each State to establish jurisdiction over the offences mentioned above when the alleged criminal is present in its territory and it chooses not to extradite such person to another country solely on the ground of the nationality of the alleged criminal.
3 - النظر فيما قد يلزم اتخاذه من تدابير لكي تقرر كل دولة اختصاصا قضائيا بالجرائم المذكورة أعلاه عندما يكون المتهم بارتكابها موجودا في اقليمها وتختار هي أن لا تسلمه الى بلد آخر بسبب جنسية المتهم فحسب.

2. Adopt such measures as may be necessary for each State to establish jurisdiction over the offences mentioned above when the offence is committed in its territory; and if a State considers it appropriate and the offence violates the State’s domestic law, when the offence was committed outside the State’s territory by one of its nationals or by a person who habitually resides in its territory.
2 - اعتماد ما قد يلزم اتخاذه من تدابير لكي تقرر كل دولة اختصاصا قضائيا بالجرائم المذكورة أعلاه عندما ترتكب الجريمة في اقليمها؛ واذا رأت الدولة أن ذلك مناسب، وانتهكت الجريمة قانونها المحلي، عندما يرتكب الجريمة خارج اقليم الدولة أحد رعاياها أو شخص يقيم عادة في اقليمها.

Article 314 reads, " (1) Any person who establishes or commands armed organisation with the purpose of committing the offences mentioned in the Fourth and Fifth Chapters of this Section is punished with imprisonment from ten years to fifteen years.
تنص المادة 314 على ما يلي: " (1) يعاقب أي شخص أنشأ أو قاد منظمة مسلحة بغرض ارتكاب الجرائم المذكورة في الفصلين الرابع والخامس من هذا الفرع بالحبس لمدة تتراوح بين عشر سنوات وخمس عشرة سنة.

1. Each State Party shall take legislative measures to establish its jurisdiction over the offences mentioned in article 4 of the present Protocol in accordance with article 9 of the Convention.
١- على كل دولة طرف أن تتخذ تدابير تشريعية لتأكيد سريان ولايتها القضائية على الجرائم المذكورة في المادة ٤ من هذا البروتوكول، وفقا للمادة ٩ من الاتفاقية.

(b) Acting as an accomplice to the offences mentioned under paragraph 1 (b) and paragraph 3 of this article;

1. Each State Party shall take the necessary measures to establish its jurisdiction over the offences mentioned under articles 3 and 4 where such offence is committed in its territory or on board a vessel or aircraft registered in its territory.
1 - على كل دولة طرف أن تتخذ التدابير اللازمة لغرض ولايتها القضائية على الجرائم المذكورة في المادتين 3 و 4، عندما ترتكب تلك الجرائم في اقليمها أو على متن سفينة أو طائرة مسجلة في اقليمها.

1. Each State Party shall adopt the measures needed to identify, freeze or seize any instrumentality or proceeds of the offences mentioned under this Convention, with a view to their eventual confiscation.
1 - على كل دولة طرف أن تتخذ التدابير اللازمة لكشف أو تجميد أو ضبط أي منفعة أو عائدات متأتية من الجرائم المذكورة في هذه الاتفاقية، بغية مصادرتها في نهاية المطاف.

1. Each State Party shall make the offences mentioned under this Convention punishable by sanctions commensurate with their seriousness, such as imprisonment, other forms of deprivation of liberty, fines and confiscation.
1 - على كل دولة طرف أن تجعل الجرائم المذكورة في هذه الاتفاقية خاضعة لجزاءات تتناسب مع خطورتها، مثل السجن أو غيره من أشكال التجريد من الحرية، والغرامة، والمصادرة.

2. State Parties shall afford ____ judicial proceedings in relation to the offences mentioned in article(s) ____ of the present Convention and to ____ offences (Netherlands).
٢- توفر الــدول اﻷطــراف اﻹجراءات القضائية فيما يتصل بالجرائم المذكورة في المادة )المواد( ـــــ من هذه الاتفاقية وـــــ الجرائم )هولندا(.

2. If a Contracting State which makes extradition conditional on the existence of a treaty receives a request for extradition from another Contracting State with which it has no extradition treaty, it shall consider the present Convention as the legal basis for extradition in respect of the offences mentioned in article 1 of this Convention.
٢ - إذا تلقت دولة من الدول المتعاقدة التي تشترط وجود معاهدة لتسليم المجرمين طلب تسليم من دولة أخرى من الدول المتعاقدة لا تربطها بها معاهدة لتسليم المجرمين، فعليها أن تعتبر هذه الاتفاقية اﻷساس القانوني للتسليم فيما يتصل بالجرائم المذكورة في المادة ١ من هذه الاتفاقية.

3. The Contracting States which do not make extradition conditional on the existence of a treaty shall recognize the offences mentioned in article 1 of the present Convention as extraditable offences between them, subject to the conditions provided by the law of the requested State.
٣ - تعترف الدول المتعاقـدة التي لا تشترط وجود معاهدة لتسليم المجرمين بالجرائم المذكورة في المادة ١ من هذه الاتفاقية باعتبارها جرائم يجوز تسليم مرتكبيها فيما بينها، وذلك رهنا بالشروط التي ينص عليها قانون الدولة المتلقية للطلب.

2. If a Contracting State that makes extradition conditional on the existence of a treaty receives a request for extradition from another Contracting State with which it has no extradition treaty, it shall consider the present Convention as the legal basis for extradition in respect of the offences mentioned in article 1 of this Convention.
٢ - اذا تلقت دولة من الدول المتعاقدة التي تشترط وجود معاهدة لتسليم المجرمين طلب تسليم من دولة أخرى من الدول المتعاقدة لا تربطها بها معاهدة لتسليم المجرمين فعليها أن تعتبر هذه الاتفاقية اﻷساس القانوني للتسليم فيما يتصل بالجرائم المذكورة في المادة ١ من هذه الاتفاقية.

However, there is general legislation under which the offences mentioned in this subparagraph can be punished.
ولا توجد بالتالي أحكام حديثة لقمع المظاهر الجديدة للإرهاب، ولكن توجد تدابير تشريعية عامة تسمح بقمع الجرائم المشار إليها في هذه الفقرة الفرعية.

88. The legislator also ensures that the Criminal Code applies to the offences mentioned in the Optional Protocol, where the accused person committed an act in Qatar or abroad that makes him or her the author of, or an accessory to, an offence committed wholly or in part in Qatar or abroad (see article 16 of the Code).
88- وقد كفل المشرع أيضاً سريان أحكام قانون العقوبات المشار إليه على أياً من الجرائم الواردة في البروتوكول الاختياري إذا ارتكب المتهم خارج قطـر أو داخلها فعلاً يجعله فاعلاً أو شريكاً في جريمة وقعت كلها أو بعضها داخل قطــر أو خارجها, كما نصت عليه المادة 16 من ذات القانون سالف الذكر.
