In 2000, it submitted two proposals for amendment of the public sector rules and the utilities sector rules, respectively. In 2002, the Commission submitted two amended proposals, which incorporated changes to the original proposals following discussions with the European Parliament under the co-decision procedure of the Treaty establishing the European Community.
