Since the issuance of the last report, Armenia, Kiribati, Qatar and Tuvalu deposited their instruments of ratification or accession to UNCLOS, and Cuba and Tunisia deposited their instruments of ratification of or accession to the Part XI Agreement, thus increasing the number of parties to UNCLOS to 142 and to the Agreement to 112.

3. Welcomes the recent ratification of and accession to the Convention, and calls upon all States that have not done so, in order to achieve the goal of universal participation, to become parties to the Convention and the Part XI Agreement;

Reaffirming the importance of the work of the International Seabed Authority (the Authority) in accordance with the Convention and the Agreement relating to the Implementation of Part XI of the United Nations Convention on the Law of the Sea of 10 December 1982 (the Part XI Agreement),

6. During the reporting period (1 September 2013-31 August 2014, the number of parties to the Convention stood at 166, those to the Part XI Agreement stood at 145, and those to the United Nations Fish Stocks Agreement rose from 80 to 81.
٦ - خلال الفترة المشمولة بالتقرير (من 1 أيلول/سبتمبر 2013 إلى 31 آب/أغسطس 2014)، بلغ عدد الأطراف في الاتفاقية 166 طرفا، وبلغ عدد الأطراف في الاتفاق المتعلق بالجزء الحادي عشر 145 طرفا، وارتفع عدد الأطراف في اتفاق الأمم المتحدة للأرصدة السمكية من 80 إلى 81 طرفا().

On the same respective dates, Belarus acceded to, and Montenegro succeeded to the Agreement relating to the implementation of Part XI of the United Nations Convention on the Law of the Sea (the " Part XI Agreement " ).
وفي نفس التواريخ على التوالي، انضمت بيلاروس والجبل الأسود إلى الاتفاق المتعلق بتنفيذ الجزء الحادي عشر من اتفاقية الأمم المتحدة لقانون البحار ( " اتفاق الجزء الحادي عشر " ).

In the light of those observations, the Commission came to the conclusion that any development of the conditions for the granting of sponsorship in the context of the Part XI regime would seem more appropriately addressed in the context of domestic laws, if a sponsoring State found it necessary.
