Turkmenistan's criminal legislation provides that criminal law applies to persons committing crimes in the territory of Turkmenistan (art. 7):

It also provides for the security of inspection groups while they are in the territory of Turkmenistan.

Article 7. Criminal law in respect of persons who have committed crimes in the territory of Turkmenistan
المادة 7 - قانون الجنايات المتعلق بالأشخاص الذين يرتكبون جرائم في إقليم تركمانستان

Foreign nationals who have committed crimes, or administrative or other violations of the law in the territory of Turkmenistan are equally liable under Turkmenistan law as nationals of Turkmenistan.
يُعتبر الرعايا الأجانب الذين ارتكبوا جرائم أو انتهاكات إدارية أو غيرها من الانتهاكات للقانون في إقليم تركمانستان مسؤولين بموجب قانون تركمانستان، شأنهم في ذلك شأن مواطني تركمانستان.

1. Persons who have committed crimes in the territory of Turkmenistan shall be subject to liability under Turkmenistan's criminal law.
1 - يخضع مرتكبو الجرائم داخل إقليم تركمانستان للمساءلة بموجب القانون الجنائي المعمول به في تركمانستان.

2. Crimes committed within Turkmenistan's territorial waters or airspace shall be considered as having been committed in the territory of Turkmenistan.
2 - تعتبر الجرائم المرتكبة ضمن مياه تركمانستان أو أجوائه الإقليمية أنها قد ارتكبت داخل إقليم تركمانستان.

In addition, current account operations are carried out on the basis of the corresponding documents for depositing funds, which makes it possible to trace their movement in the territory of Turkmenistan.
فضلا عن ذلك، تجري معاملات الحسابات الجارية على أساس الوثائق المناظرة لإيداع الأموال، مما يتيح إمكانية رصد تحركاتها في إقليم تركمانستان.

More careful verification and stricter registration are being carried out at entry points, and lists of persons who are refused a visa and entry into the territory of Turkmenistan are systematically circulated.
وشُددت عمليات الفحص والتسجيل في نقاط الدخول، والتزمت المنهجية في تعميم قوائم الأشخاص الذين رفضت طلبات حصولهم على التأشيرة والدخول إلى إقليم تركمانستان.

2. To register in the territory of Turkmenistan, in accordance with the established procedure, religious groups of citizens, regardless of their numerical size, denomination and religion;
2 - أن تسجل الجماعات الدينية للمواطنين في إقليم تركمانستان وفقا للنظام المعمول به، وبغض النظر عن حجم عضويتها.

All individuals and legal entities on the territory of Turkmenistan are entitled to receive legal assistance as well as information on its nature and the procedure for obtaining it, and the State guarantees free legal assistance for individuals and legal entities in cases provided for by law.
وتضمن الدولة المساواة في الحقوق لجميع الأفراد والكيانات على أراضي تركمانستان فيما يتعلق بتلقي المساعدة القانونية والمعلومات حول طبيعة هذه المساعدة وطرق الحصول عليها.

The Law on Weapons adopted on 21 November 2009 governs the circulation of civilian, service and military firearms, bladed weapons and ammunition on the territory of Turkmenistan.
وينظم قانون الأسلحة الذي اعتمد في 21 تشرين الثاني/نوفمبر 2009 تداول الأسلحة النارية ذات الاستخدامات المدنية والعسكرية والنظامية والأسلحة البيضاء والذخائر على أراضي تركمانستان.

81. A child that has been born on the territory of Turkmenistan to persons without citizenship who are residing in Turkmenistan is recognized as a citizen of Turkmenistan.
81 - والطفل الذي يولد على أرض تركمانستان من أبوين عديمي الجنسية، يقيمان في هذا البلد، يحصل على الجنسية التركمانستانية.

More careful monitoring and stricter registration are being conducted at entry points, and the corresponding systematic circulation of lists of persons who have been refused a visa or denied entry into the territory of Turkmenistan is being carried out.
وتـُـنفـذ عمليات رصـد أكثـر حرصا وإجراءات تسجيل أكثر تشددا عند نقاط العبور، فضـلا عن القيام بشكل منهجـي بتداول قوائم بأسمـاء الأشخاص الذين يـُـرفض منحهم تأشيرات أو يـُـمنعون من دخول أقاليم تركمانستان.

31. Pursuant to paragraph 16 of the regulations on the State border entry system, as approved by Presidential Decision No. 6382 of 12 September 2003, transit through the territory of Turkmenistan of military cargo (arms, military equipment or materiel) and other dangerous cargo (nuclear materials and poisonous, toxic or explosive substances) requires authorization from the President of Turkmenistan.
31 - وعملا بالفقرة 16 من اللوائح المتعلقة بنظام دخول حدود الدولة، بالصيغة التي أقرها القرار الرئاسي رقم 6382 المؤرخ 12 أيلول/سبتمبر 2003، يتطلب عبور الشحنات العسكرية (الأسلحة أو المعدات العسكرية أو العتاد) وغيرها من الشحنات الخطيرة (المواد النووية والمواد السامة أو السمية أو المتفجرة) لأراضي تركمانستان ترخيصا من رئيس تركمانستان.
