I have the honour to transmit to you herewith the tenth anniversary declaration of the Third Tokyo International Conference on African Development adopted at the ministerial conference on the occasion of the Third Conference held at Tokyo from 29 September to 1 October 2003, with the participation of delegates from 89 countries, including 50 African countries, and 47 regional, international, and non-governmental organizations (see annex).
