Measures should be taken by States to implement education rights actively to the maximum of their available resources, individually and through international assistance and cooperation.
إذ ينبغي أن تتخذ تدابير لإعمال الحقوق التعليمية بصورة فعالة وبأقصى ما تسمح به مواردها المتاحة، بمفردها وعن طريق المساعدة والتعاون الدوليين.

Hence, restrictions on foreign funding under the guise of preservation of State sovereignty arguably constitute a violation of States' obligation to respect, protect and fulfil these rights, as it amounts to failure on the part of the State to maximize resources through international assistance and cooperation.

13- ينبغي للدول أن تتعاطى مع مسألة تعليم الأقليات بروح إيجابية، فتتخذ التدابير اللازمة للوفاء بالحقوق التعليمية على نحو فعال وبأقصى ما تسمح به مواردها المتاحة، بمفردها وعن طريق المساعدة والتعاون الدوليين.

It is accepted that the phrase " its available resources " refers to both the resources within a State and those available from the international community through international assistance and cooperation.
ومن المقبول به أن عبارة " مواردها المتاحة " تحيل إلى الموارد الموجودة داخل دولة ما وتلك المتاحة من المجتمع الدولي عن طريق المساعدة والتعاون الدوليين().

Developed States also have a responsibility to take steps towards the full realization of the right to health through international assistance and cooperation.

ولا تمثل الموارد " المتاحة " الموارد المتوافرة داخل الدولة فقط، وإنما تمثل أيضاً الموارد التي يتيحها المجتمع الدولي عن طريق " المساعدة والتعاون الدوليين " .

The International Covenant on Economic, Social and Cultural Rights establishes, in its article 2, that “Each State ... undertakes to take steps, individually and through international assistance and cooperation ...”.
وينص العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية، فـــي المادة ٢، على أن " تتعهد كل دولة طرف ... بأن تتخذ، بمفردها وعن طريق المساعدة والتعاون الدوليين ... " .
