72. Article 18 of the International Covenant on Civil and Political Rights offers general recognition of the right “to have or to adopt” a religion of one's choice.

Paragraph 2 of the same article further states that'no one shall be subject to coercion which would impair his freedom to have or to adopt a religion or belief of his choice'.

In her interim report (A/60/399), the Special Rapporteur had developed two issues of concern to her mandate: first, the right to adopt a religion of one's choice, to change or to maintain a religion or not to have a religion at all, and second, the freedom of religion or belief of persons deprived of their liberty.
