26. Ad Hoc Committee to elaborate an international convention for the Suppression of Terrorist Bombings
٢٦ - اللجنة المخصصة لوضع اتفاقية دولية لقمع التفجيرات اﻹرهابية

1. Decides to establish an Ad Hoc Committee open to all Member States to elaborate an international convention dealing with the safety and security of United Nations and associated personnel, with particular reference to responsibility for attacks on such personnel;
١ - تقرر إنشاء لجنة مخصصة مفتوحة لجميع الدول اﻷعضاء ﻹعداد اتفاقية دولية بشأن سلامة وأمن موظفي اﻷمم المتحدة واﻷفراد المرتبطين بها، مع الاشارة فيها بوجه خاص إلى المسؤولية عن الاعتداءات التي يتعرض لها هؤلاء الموظفون واﻷفراد؛

We support efforts to elaborate an international convention on the issue of legally binding safeguards to non-nuclear States.

9. By resolution 53/111 of 9 December 1998, the General Assembly established an ad hoc committee open to all States to elaborate an international convention against transnational organized crime.
٩ - وبموجب القرار ٥٣/١١١، المؤرخ ٩ كانون اﻷول/ ديسمبر ١٩٩٨، أنشأت الجمعية العامة لجنة مخصصة مفتوحة باب العضوية لجميع الدول لوضع اتفاقية دولية لمكافحة الجريمة المنظمة عبر الحدود الوطنية.

In part III, the Assembly decides to establish an ad hoc committee to elaborate an international convention for the suppression of terrorist bombings and an international convention for the suppression of acts of nuclear terrorism, to supplement related existing international instruments. The ad hoc committee would also address means of further developing a comprehensive legal framework of conventions dealing with international terrorism.

Furthermore, the resolution recommended that the General Assembly establish an ad hoc committee to elaborate an international convention for the suppression of terrorist bombing and, subsequently, an international convention for the suppression of acts of nuclear terrorism, and thereafter to address means of further developing a comprehensive legal framework of conventions dealing with international terrorism.

In its resolution 34/172 of 17 December 1979, the Assembly decided to create at its thirty-fifth session a working group to elaborate an international convention on the protection of the rights of all migrant workers and their families.
وفي قرارها ٣٤/١٧٢ المؤرخ ١٧ كانون اﻷول/ديسمبر ١٩٧٩، قررت الجمعية العامة أن تنشئ في دورتها الخامسة والثلاثين فريقا عاملا لوضع اتفاقية دولية لحماية حقوق جميع العمال المهاجرين وأفراد أسرهم.

69. Her delegation supported the establishment of an intergovernmental ad hoc committee to elaborate an international convention against transnational organized crime and further welcomed the commitments made by African States to prevent the expansion of transnational organized crime and corruption.
٩٦ - واستطردت أن وفدها يؤيد إنشاء لجنة حكومية دولية مخصصة لوضع اتفاقية دولية لمكافحة الجريمة المنظمة عبر الحدود. ويرحب كذلك بالتزامات الدول اﻷفريقية لمنع انتشار كل من الجريمة المنظمة عبر الحدود والفساد.

18. Mr. Al-Mulla (Bahrain) said that his delegation had followed with great interest the deliberations of the working group of the Ad Hoc Committee established by General Assembly resolution 51/210 to elaborate an international convention for the suppression of terrorist bombings.
١٨ - السيد الملا )البحرين(: قال إن وفده تتبع باهتمام كبير مداولات الفريق العامل التابع للجنة المخصصة المنشأة بموجب قرار الجمعية العامة ٥١/٢١٠ لوضع اتفاقية دولية للقضاء على الهجمات اﻹرهابية بالقنابل.

It was necessary to put an end to the phenomenon through international cooperation and the adoption of measures such as those provided for in General Assembly resolutions 49/60, of 9 December 1994, and 51/210, of 17 December 1996, which provided for the establishment of an Ad Hoc Committee to elaborate an international convention for the suppression of terrorist bombings.
ومن الضروري وضع حد لهذه الظاهرة عن طريق التعاون الدولي واعتماد تدابير مثل التدابير المعتمدة في قراري الجمعية العامة ٩٤/٠٦ المؤرخ ٩ كانون اﻷول/ ديسمبر ٤٩٩١ و ١٥/٠١٢ المؤرخ ٧١ كانون اﻷول/ ديسمبر ٦٩٩١، اللذين ينصان على إنشاء لجنة مخصصة لوضع اتفاقية دولية للقضاء على الهجمات اﻹرهابية بالقنابل.

In this regard I welcome the decision, taken by the General Assembly at its forty-eighth session, to establish an ad hoc committee to elaborate an international convention dealing with the safety and security of United Nations and associated personnel (resolution 48/37).
٤٣٥ - وفي هذا الصدد فإني أرحب بقرار الجمعية العامة في دورتها الثامنة واﻷربعين بإنشاء لجنة مخصصة لوضع اتفاقية دولية تتناول سلامة وأمن موظفي اﻷمم المتحدة واﻷفراد المرتبطين بها )القرار ٤٨/٣٧(.

5. The United States also welcomes the work of the Ad Hoc Committee established by the General Assembly in its resolution 48/37 of 9 December 1993 to elaborate an international convention dealing with the safety and security of United Nations and associated personnel.
٥ - وترحب الولايات المتحدة أيضا بعمل اللجنة المخصصة التي أنشأتها الجمعية العامة بقرارها ٤٨/٣٧ المؤرخ ٩ كانون اﻷول/ديسمبر ١٩٩٣ ﻹعداد اتفاقية دولية تتناول سلامة وأمن موظفي اﻷمم المتحدة واﻷفراد المرتبطين بها.

32. Moreover, the possibility that terrorists might acquire and use weapons of mass destruction made it necessary to elaborate an international convention for the suppression of acts of nuclear terrorism.
32 - ثم إنه نظرا لاحتمال حصول الإرهابيين على أسلحة الدمار الشامل واستخدامهم لهذه الأسلحة، فإنه يمكن إعداد اتفاقية دولية لقمع أعمال الإرهاب النووي.

108. His delegation noted the proposals to elaborate an international convention for the suppression of terrorist bombing and an international convention for the suppression of acts of nuclear terrorism.
١٠٨ - ويحيط وفد إثيوبيا علما بالمقترحات التي تدعو الى وضع اتفاقية دولية للقضاء على الاعتداءات اﻹرهابية بواسطة المتفجرات واتفاقية دولية للقضاء على اﻷعمال اﻹرهابية النووية.

Under the operative part of the draft resolution, the General Assembly would decide to establish an Ad Hoc Committee open to all Member States to elaborate an international convention dealing with the safety and security of United Nations and associated personnel, with particular reference to responsibility for attacks on such personnel.
وفـــي منطـــوق مشروع القرار، تقرر الجمعية إنشاء لجنة مخصصة مفتوحة أمام جميع الدول اﻷعضاء لصياغة اتفاقية دولية تعالج أمن وسلامة موظفي اﻷمم المتحدة والموظفين المرتبطين بها مع اﻹشارة بصورة خاصة الى المسؤولين عـن الاعتداءات على هؤلاء الموظفين.
