3. Subject to the provisions of paragraph 2, the Committee shall bring any communications submitted to it under this article to the attention of the State Party to this Convention which is alleged to be violating any provisions of the Convention. Within six months, the receiving State shall submit to the Committee written explanations or statements clarifying the matter and the remedy that may have been taken by that State.
٣- رهناً بأحكام الفقرة ٢، تسترعي اللجنة انتباه الدولة الطرف، التي يدعى أنها تنتهك أي حكم من أحكام الاتفاقية، إلى أي بلاغ يقدم إليها في إطار هذه المادة وتقوم الدولة التي تلقت البلاغ في غضون ستة أشهر، بتقديم إيضاحات أو بيانات كتابية إلى اللجنة توضح المسألة وسبل الانتصاف التي قد تكون الدولة اتخذتها.

Under comparable procedures, communications are brought to the attention of the State party concerned except in cases where they are prima facie inadmissible.19 Article 6.1, on the other hand, provides grounds that govern the criteria to be applied by the Committee in its decision not to refer a communication to the State party.
وفي إطار اﻹجراءات المقارنة، يوجه انتباه الدولة الطرف المعنية إلى الرسائل إلا في الحالات التي لا تكون فيها هذه الرسائل غير مقبولة مبدئيا)١٩(. ومن جهة أخرى، توفر المادة ٦-١ اﻷسس التي تحكم المعايير التي يتعين على اللجنة تطبيقها إذا ما قررت عدم إحالة الرسالة إلى الدولة الطرف.

" Examining whether a signature, an instrument or a reservation is in conformity with the provisions of the treaty and of the present articles and, if need be, bringing the matter to the attention of the State in question " ;

When it came to the question of reservations to treaties, paragraph 1 (d) of that article provided that a depositary should examine whether a reservation to the treaty was in due and proper form and if need be bring the matter to the attention of the State in question.

٦- وفي نص المادة ٦ المقترح ترى الحكومة من غير المقبول أن تحيل اللجنة " سراً " إلى الدولة الطرف أي بلاغ يقدم إليها.

63. The other, more serious, problem was that the non-transmittal to the States parties concerned of communications declared inadmissible under article 2 might constitute a violation of article 4, paragraph 1, of the Optional Protocol, pursuant to which the Committee must bring any communications submitted to it to the attention of the State Party alleged to be violating any provision of the Covenant.
