In this regard, it calls upon the parties to finalize their work on and to sign a draft agreement on peace and guarantees for the prevention of armed confrontation and a draft protocol on the return of refugees to the Gali region and measures for economic rehabilitation.

19. The Abkhaz unilateral initiative to facilitate the return of refugees and displaced persons to the Gali region was a focus of attention during the reporting period (see para. 8 above).
١٩ - تركز الاهتمام خلال الفترة المشمولة بالتقرير على المبادرة اﻷبخازية المتخذة من جانب واحد الرامية لتسهيل عودة اللاجئين والمشردين إلى منطقة غالي )انظر الفقرة ٨ أعلاه(.

This was evidenced by the tragic events of May 1998, when more than 40,000 spontaneous returnees to the Gali region had to flee their homes for the second time, leaving behind nearly 100 dead and their property in ruins, property which had been rebuilt with the help of the international community.

It is therefore decided to make an urgent demand that an orderly return of refugees and displaced persons should be initiated, in the first instance to the Gali region (within the old borders), on the basis of the mechanisms agreed between the representatives of the parties, the Russian Federation and the Office of the United Nations High Commissioner for Refugees.
