The resolution sought to give UN-Habitat the mandate to elaborate international guidelines on urban and territorial planning and to present them to the Governing Council at its twenty-fifth session for consideration.

By its resolution 24/3, the Governing Council requested the Executive Director of UN-Habitat, in consultation with the Committee of Permanent Representatives, to initiate the elaboration of international guidelines on urban and territorial planning that would provide a global framework for improving policies, plans and designs for more compact, socially inclusive, sustainable, better integrated and connected cities and territories.
