While acknowledging the often difficult environment in which UNHCR operates, the Advisory Committee nevertheless Urges UNHCR to take practical measures to address the substantive concerns raised by the Board.

(d) Urges UNHCR to identify educational requirements in the early stages of an emergency so that prompt attention may be given to such needs;
)د( تحث المفوضية على تحديد الاحتياجات التعليمية في أوائل مراحل حالات الطوارئ بحيث تولى تلبية هذه الاحتياجات عناية فورية؛

(a) Urges UNHCR, in cooperation with Governments, other United Nations bodies, and intergovernmental and non-governmental organizations, to continue and intensify efforts to respond to the needs of refugee children, particularly unaccompanied children;
)أ( تحث المفوضية على أن تقوم، بالتعاون مع الحكومات وسائر هيئات اﻷمم المتحدة والمنظمات الحكومية الدولية وغير الحكومية، بمواصلة وتكثيف الجهود من أجل الاستجابة لاحتياجات اﻷطفال اللاجئين، ولا سيما اﻷطفال غير المصحوبين بمرافق؛

(b) Urges UNHCR to integrate the project with other key UNHCR initiatives to improve program delivery and to take steps to involve Executive Committee members together with staff and their representatives and members of UNHCR management;
)ب( تحث المفوضية على إدماج المشروع مع غيره من المبادرات الرئيسية التي تتخذها المفوضية لتحسين أداء البرامج واتخاذ التدابير اللازمة لاشراك أعضاء اللجنة التنفيذية في تلك المبادرات مع موظفي المفوضية وممثليهم وأعضاء إدارة المفوضية؛

(b) Urges UNHCR to integrate the project with other key UNHCR initiatives to improve programme delivery and to take steps to involve Executive Committee members, together with staff and their representatives and members of UNHCR management;
)ب( تحث المفوضية على إدماج المشروع مع غيره من المبادرات الرئيسية التي تتخذها المفوضية لتحسين أداء البرامج واتخاذ التدابير اللازمة لاشراك أعضاء اللجنة التنفيذية في تلك المبادرات مع موظفي المفوضية وممثليهم وأعضاء إدارة المفوضية؛

(j) Also Urges UNHCR to disseminate widely, in Latin America and elsewhere, as appropriate, the norms and principles of international protection implemented within the framework of CIREFCA, as well as the humanitarian practices deriving from the implementation of the CIREFCA Plan of Action in the field of international protection;
)ي( تحث المفوضية أيضا على أن تنشر معايير ومبادئ الحماية الدولية التي جرى تنفيذها في إطار المؤتمر الدولي المعني بلاجئي أمريكا الوسطى، على نطاق واسع في أمريكا اللاتينية وأماكن أخرى غيرها، حسب الاقتضاء، فضلا عن الممارسات الانسانية المستمدة من تنفيذ خطة عمل المؤتمر في ميدان الحماية الدولية؛

)ل( تحث المفوضية على مواصلة العمل مع اللجنة الدائمة المشتركة بين الوكالات لاستنباط سُبل التنفيذ الفعال والقابل للتنبؤ بين المساعدة اﻹنسانية وإعادة التأهيل والتنمية في بلدان اﻷصل، وتحليل الدروس المستخلصة بهذا الخصوص؛

(k) Urges UNHCR and its partners to take all necessary measures to actively promote and achieve inclusion of persons with disabilities, at all stages: displacement, temporary settlement and in the search for durable solutions, in order to reduce the gap between principles and standards and the reality experienced by displaced persons with disabilities;
(ك) تحثّ المفوضية وشركائها على اتخاذ التدابير الضرورية كافة لتعزيز وتحقيق إدماج الأشخاص ذوي الإعاقة بهمّة في جميع المراحل: أي التشرد والتوطين المؤقت والبحث عن حلول دائمة، بغية تقليص الفجوة بين المبادئ والمعايير وبين الواقع الذي يعيشه المشردون ذوو الإعاقة؛

(k) Urges UNHCR and its partners to take all necessary measures to actively promote and achieve inclusion of persons with disabilities, at all stages: displacement, temporary settlement and in the search for durable solutions, in order to reduce the gap between principles and standards and the reality experienced by displaced persons with disabilities;
(ك) تحثّ المفوضية وشركائها على اتخاذ التدابير الضرورية كافة لتعزيز وتحقيق إدماج الأشخاص ذوي الإعاقة بهمّة في جميع المراحل، أي التشرد والتوطين المؤقت والبحث عن حلول دائمة، بغية تقليص الفجوة بين المبادئ والمعايير وبين الواقع الذي يعيشه المشردون ذوو الإعاقة؛

The Advisory Committee shares the Board's concerns and Urges UNHCR to increase its efforts to raise voluntary contributions.
