وقد جاء في النص الأصلي ما يلي: " يمكن أن يتناول التحفظ واحدا أو أكثر من أحكام المعاهدة، أو بشكل أعم الطريقة التي تنوي الدولة أو المنظمة الدولية أن تنفّذ بها مجمل المعاهدة " .
