Introducing the item, the representative of the Secretariat recalled that the Conference had at its first meeting adopted those rules of procedure in their entirety with the exception of the second sentence of paragraph 1 of rule 45, relating to the adoption of decisions on substantive matters by consensus or by two-thirds majority vote, which had been enclosed in square brackets to indicate that it had not been adopted.
