However, the statement that countermeasures must be consistent with the rules of the organization (draft article 52) did not seem appropriate, because countermeasures could only arise from the customary law concerning the obligation in question; they could not be provided for by the rules of international organizations, which invariably called for observance by States of all their obligations towards the organization concerned.
