In paragraph 4 of the resolution, nine areas of focus are identified for the Mission and the Special Representative of the Secretary-General, within their mandate and guided by the principle of reinforcing Afghan ownership and leadership, as follows:

If it was not within their mandate to do so, the agency in question should pass the information on to the relevant United Nations bodies.

70. FAO continued to strengthen the commitment of its staff to mainstream issues of gender, a cross-sectoral issue, within their mandate and technical areas of expertise. Stresses the importance of close cooperation and coordination between the relevant institutions, in particular within the United Nations system and with other relevant international organizations, in both the preparation of and follow-up to the World Conference, within their mandate and taking into account their comparative advantages and the need to avoid any duplication of work;

However, the co-chairs consider that, as these issues are cross-cutting and are relevant to a wider range of implementation issues and there was a contact group specifically established to deal with them, the issue of financial and technical assistance was not within their mandate and is therefore not addressed in the present paper.
