7. The Committee accordingly, in the interest of mankind, calls upon all States, whether parties to the Covenant or not, to take urgent steps, unilaterally and by agreement, to rid the world of this menace.
7- وتبعاً لذلك، فان اللجنة تناشد، باسم الإنسانية، جميع الدول، سواء أكانت أطرافاً في العهد أم لم تكن، أن تتخذ خطوات عاجلة من جانب واحد وبالاتفاق مع غيرها من أجل تخليص العالم من هذا الخطر.

(b) Urge States that are not yet parties to the Covenant to adhere to the Covenant at the earliest possible time;
(ب) حث الدول التي لم تصبح بعد أطرافاً في العهد الدولي الخاص بالحقوق الاقتصادية والاجتماعية والثقافية على أن تبادر إلى الانضمام للعهد في أقرب وقت ممكن؛

In the view of the Working Group these guarantees represent peremptory norms of (customary) international law so that they are also binding on States which are not parties to the Covenant.
ويرى الفريق العامل أن هذه الضمانات تمثل قواعد قطعية من قواعد القانون الدولي (العرفي) ولذلك فهي أيضاً مُلزِمة للدول التي ليست أطرافاً في العهد.

Since the adoption of the last report, three States (Timor-Leste, Turkey and Swaziland) became parties to the International Covenant on Civil and Political Rights while the Czech Republic, Estonia, Paraguay and Timor-Leste became parties to the Second Optional Protocol, thus bringing the total of States parties to the Covenant to 153 and of States parties to the Second Optional Protocol to 53.
ومنذ اعتماد التقرير الأخير، أصبحت ثلاث دول (تيمور - ليشتي وتركيا وسوازيلند) أطرافاً في العهد الدولي الخاص بالحقوق المدنية والسياسية. وأصبحت الجمهورية التشيكية وإستونيا وباراغواي وتيمور-ليشتي أطرافاً في البروتوكول الاختياري الثاني، وبذلك أصبح مجموع الدول الأطراف في الاتفاقية 153 دولة ومجموع الدول الأطراف في البروتوكول الاختياري الثاني 53 دولة.
