to note with appreciation Zimbabwe's explanation for its reported consumption of 3.487 ODP-tonnes of the Annex B, group II, controlled substance (carbon tetrachloride) in 2005, in excess of the Protocol's requirement to reduce carbon tetrachloride consumption in that year to no more than 15 per cent of its baseline level of 1.737 ODP-tonnes;
